Buy linear valve

The "Linear Valve for Air Conditioner" has interested me. I need a valve to control water flow in a household. I need a valve with actuator that can accurately and quickly adjust to changes via signal input. Requirements:The main water pressure average is 60psi. Pipes are 1/4" diameter. The flow rate range requirements are Zero Liters a minute to two Liters a minute. The linear valve has to be capable of opening and closing completely between those two set points in less than a second. The linear valve actuator should be capable of making the very small changes to valve position. The lower the leakage the better. Do you have a linear valve and actuator that can do what I need? If so, send me the data sheets of what you have already designed. I will also require a single valve with actuator that has no leakage with over 60psi on the same diameter pipe. And let me know what standards the valve passes and what it costs for the parts and shipping to Vancouver Canada. If you don't have anything like what I need, can you recommend where I should look or can you make something?Thank you.
