Buy steel rims

I am looking for 14" steel rims and their matching hubs and 15" steel rims and hubs. I want rims with 5 holes or four holes and they must use tubes, not tubeless. I am looking for the cheapest as I am going to use these on trailers with a maximum speed of 40km/hr. Please advise prices per set, rim and hub C/F Durban in South Africa. I might ask for samples which I will pay for but would expect the saple payment to be cancelled if I make an order. I am looking for 4000 sets, so it will be best for you to give your best prices.
